How do small bands of lightly armed, half-trained insurgents fight armies many times their size to a stalemate, and sometimes even win the war? Why is it that large, modern militaries with their overwhelmingly superior capabilities so often fail against the smallest adversaries?

Insurgents in Kashmir and Sri Lanka employ strategies aimed at exploiting the weaknesses of conventional militaries and denying them the ability to use their superior capabilities. Guerrillas concentrate to attack the state and its armed forces at their weakest points, and then disperse when attacked in turn. Large militaries tend to respond by fanning out to dominate terrain and hunt down individual militants. By doing so, the state's armed forces become increasingly spread thin and vulnerable to concentrated attacks on isolated posts and patrols.

Guerrillas in Kashmir and Sri Lanka also tend to be more innovative than the conventional armies arrayed against them. The insurgents have evolved by acquiring new capabilities and deploying them in creative ways, by learning new tactics through trial and error, and by developing new forms of organization in response to changing conditions.
