Youth today are mostly characterized by typical adolescent risk taking behaviors and are frequently considered problems, community liabilities, and recipients rather than resources. Youth are without adult-like influence; they are not empowered in adult society. Therefore, youth have few occasions to positively influence the laws and regulations that govern their lives or the policies of programs in which they participate. Community-based programs are one channel for youth to gain skills and opportunities for changing the community context in which they live. Mechanisms to facilitate youth empowerment in these programs, however, are currently vague and imprecise.

This research employed a participatory action research model to gain a better understanding of young people's perceptions about youth empowerment and to provide youth participants with opportunities for influence and an audience for their voice. Through a creative process called Photovoice, the youth examined what is significant about time spent in out-of-school volunteer and advocacy activities and ways the community and youth programs can provide meaningful experiences for youth who participate.

The results indicate that the meaningfulness of their participation in community-based programs is determined by their opportunity for youth expressions without censorship, expanding social networks with diverse youth and adults, and observing and valuing youth contributions. These findings raise implications for community-based, youth empowerment programs including the program's philosophy, structure and environment, youth empowerment content and activities, and adult leadership style. The findings may assist practitioners when designing youth empowering activities and researchers when operationalizing youth empowerment.

For a meaningful experience, youth suggested that a program's philosophy be youth focused and inclusive. The program's structure and environment should be fun and social, diverse yet unified, supportive and encouraging, creative and productive, and opportunity-filled for programmatic decision-making, community service or social action. Additionally, program leaders who are less "adult-like," who are not domineering or "constantly watchful," who create a safe place for youth to gather, who ask for and listen to youth opinions, and who recognize youth efforts will enhance a youth's level of enjoyment in a program and foster meaningful participation that will ultimately lead to a youth's development and empowerment.
