520 $a Philip C. Jessup's life encompassed a wide variety of activities. He became significant as an educator, author, international lawyer, political figure, diplomat, foundation administrator, and later a judge on the International Court of Justice.
520 $a His involvement in international law as a teacher, writer, and advocate provide insights in United States postures toward and contributions to that subject. He often served on ad-hoc groups to study and develop international law and organization, and he wrote extensively on related topics. He also became involved in many organizations concerned with public issues. These included the Institute of Pacific Relations, the Carnegie Endowment for International Peace, and America First.
520 $a This dissertation studies several aspects of Jessup's career. It primarily focuses upon his attitudes and beliefs in the 1930s dealing with problems concerning international law, United States neutrality, and the advocacy of resolving disputes through peaceful means. His concern about war, stemming from his World War One experiences, led to his joining the America First committee. His subsequent role as United States Ambassador-at-Large and as representative to the United Nations stands in marked contrast to this earlier isolationist stance. How Jessup shifted and resolved in his mind the postwar role becomes an important feature of this study. During the Cold War, he advocated strong interventionist stands.
520 $a Jessup's role in foreign affairs during the Truman administration sheds considerable light on policy-making and attitudes. He became involved in formulating policies toward the United Nations, the Korean War, the Berlin Blockade, Southeast Asia, and China. Because of his prominence and the positions he took, he faced charges by Senator Joseph McCarthy that he was a dupe of the communists. This led to a major confrontation in which Jessup was forced to justify his entire life.
520 $a Jessup is thus reflective of that important transition of the United States from relative isolation to world-wide global commitments. He followed the course and contributed to it. The path from America First to Cold War interventionist sheds light upon that vast change in United States responsibility.
