This thesis evaluates the role and influence of the Iranian factor in Israel-Azerbaijan relations, from the viewpoint of energy, security, military and political aspects between Israel and Azerbaijan, and focuses on Iran's attitude towards these relations. It looks into the bilateral relations of these three states, namely: Israel-Azerbaijan, Israel-Iran, and IranAzerbaijan. In addition, today (2017), one of the biggest threats that faces humankind is Islamic fundamentalism, in its both Sunni and Shi'i forms; therefore, the Iranian factor in Israel-Azerbaijan relations provides broader perspective on Shi'i fundamentalism, represented mainly by the Islamic regime of Iran, towards Israel and Azerbaijan. Both Israel and Azerbaijan see Iran as a major threat and this threat draws them towards each other. While the Iranian officials repeatedly and publically emphasize to destroy Israel, they have not posed such aims against Azerbaijan. However, the Islamic regime of Iran poses an ideological challenge for the Azerbaijani government through the propagation of its revolutionary Islamic Shi'i ideas in the secular and majority Shi'a state of Azerbaijan. In contrast to this, as Iran's Azerbaijani population is the largest ethnic group in Iran, the Iranian leadership claims that Azerbaijan supports separatism in Iran and tries to obstruct its internal security. However, both Iran and Azerbaijan deny these allegations and they do not pursue harsh policy towards each other. In addition, the legal status of the Caspian Sea and Iran's support for Armenia are other challenges for Iranian-Azerbaijani relations, where the southern part of the Caspian Sea remains unresolved between them. Both sides' interests have clashed several times over the disputed territory in which Tehran intends to increase its share of the Caspian Sea. Although the Iranian leadership officially supports Azerbaijan's stance over the disputed Nagorno-Karabakh territory, in practice it supports, together with Russia, Armenia in this conflict.zerbaijani relations, Israeli-Iranian relations are characterized by mutual suspicion and hostility. Iran's ability to threaten Israel can be outlined as follows:Firstly, Iran supports a number of terrorist organizations against Israel and is attempting to open a front against Israel in the Syrian Golan Heights through its Lebanese satellite, Hezbollah; secondly, the Iranian leadership has directly called for Israel's destruction; thirdly, the Israeli leadership sees Iran's intention to develop its nuclear program as the greatest threat against its security and survival; fourthly, Iranian officials accused the Israeli government of killing Palestinian civilians, and the Palestinian factor is systematically used by the Iranian regime against Israel. All of these main factors shape the negative nature of Israeli-Iranian relations and help to understand the possibility of a future direct war between them.In addition, the thesis analyzes the role of other states out of this 'triangle', such as Russia, Turkey, Armenia, the US and the EU, who either directly or indirectly bear influence over these relations. Moscow has good relations with Jerusalem and very good relations with Tehran. Russia is involved in military and security cooperation with Iran and both of them support each other's stance in a number of cases, such as Syria and Armenia. The same policy is seen in the US-Israeli relations, where Washington not only politically, but also economically and militarily supports Jerusalem. Despite Russian-Iranian and the US-Israeli bilateral cooperation, while the relations between US and Iran have remained hostile, Russia and Israel maintain their bilateral relations. In general, the US is vital for Israel in its struggle to cope with Iran and pro-Iranian allies.Regarding with the Russian influence in Azerbaijan, Russia plays a significant role in the final resolution of the Nagorno-Karabakh conflict; therefore, Azerbaijan tries to maintain its good relations with Russia.As Turkey is a strategic partner and a friend of Azerbaijan, both states are involved in deep economic, security, and defense cooperation and the Turkish-Azerbaijani alliance is an important element where the Turkish leadership directly accuse Armenia for its aggression against Azerbaijan. Moreover, after many ups and downs in the Israeli-Turkish bilateral relations, both sides restored their diplomatic relations and involved cooperation in various fields. Regarding with Turkish-Iranian relations, although there is an ideological rivalry between the Shi'a state of Iran and Sunni state of Turkey mainly due to the SunniShi'a difference, Turkish-Iranian relations have been generally peaceful.In regards to the EU influence, the EU states have different stances on the Azerbaijani-Armenian conflict. Because of the strong Armenian lobby activities in France, while the states like France politically supports Armenia over the Nagorno-Karabakh conflict, the states like Italy, Germany, and the UK, where the Armenian lobby is less stronger, support Azerbaijan's stance mainly due to their commercial interests with Azerbaijan.
