Small and medium-sized enterprises in Southeast Asia could not sell projects and services during the COVID-19 pandemic because of a movement restrictive order and were reluctant to order e-commerce solutions because of high prices. This quantitative exploratory, cross-sectional, and non-experimental study aimed to evaluate the adoption of the Scrum framework used by e-commerce developers in Southeast Asia for project performance and measure the influence of Scrum dimensions on e-commerce project performance to potentially lower prices. One hundred sixty-six participants with Agile and e-commerce development experience in Singapore completed an online survey with Likert ordinal questions comprising the independent Agile dimensions of Development Practice, Project Ownership, and Team. Questions also contain the dependent Project Performance dimensions of Product Efficiency and Customer Impact. Linear regression was used to identify Agile adoption with unstandardized coefficients (β=.913, P<0.001) that positively impact Project Performance. Multiple linear regression was used to identify one unit of Development Practice that would increase by .439 units in Project Performance and had the highest contribution, with the other two dimensions also having a positive impact. This performance improvement also implies that using Scrum helped e-commerce development teams overcome challenges such as changing requirements and changing market demands to potentially lower prices. Future research can directly compare Agile with the classic Waterfall model and measure how much of a tangible improvement Agile has in terms of minutes and dollars saved. A policymaker may want to increase project performance without fully utilizing Scrum. Development Practice had the highest contribution that involved best practices, policies, procedures, and measuring work development.
