Background:Public health is concerned with the general health, protection, and prevention of disease for communities. The Covid-19 pandemic, at the latest, demonstrated how closely health policy, public health, and health care are intertwined. Physicians worldwide have been and continue to be heavily involved in the protection, prevention, and treatment of Covid-19 cases. They have faced ethical public health challenges in their practice, such as the allocation of intensive care beds and ventilators, the distribution of vaccines, the improvement of effectivity, and the need to keep track of underserved populations. In addition, many physicians were the first point of contact for informing the public and justifying public health actions, and they had to collaborate with government and the public health workforce. Because of its impressive mark on policy, society, and the health care system, the Covid-19 pandemic may also have had an impact on public health education and, in particular, on public health ethics education as an integral part of medical schools' curricula.Purposes:To gain an understanding of the nature and scope of public health education in general, and public health ethics education in particular within Hebrew-language medical schools in Israel; to examine the possible impact of the Covid-19 pandemic on curricular changes in Israeli medical schools with regard to public health and its ethics, and to attempt to develop a theory that explains the process of curricular decisionmaking in medical schools as a response to a global pandemic in order to prepare medical students for their professional work as medical doctors in future public health crises.Methods:Interviews with fourteen faculty members, two to three of each Hebrew-language medical school in Israel, were conducted using a semi-structured protocol. A range of experts (chairs of the curriculum committee, educators in ethics, and educators in public health or with a public health degree) were interviewed. Furthermore, available curricula and syllabi of each medical school were analyzed regarding related content. Data was analyzed using a thematic content analysis and a grounded theory approach.Results:The scope of public health and public health ethics education in Israeli medical schools depends on educators' understanding of public health, which can vary and influence their assessment. While the Covid19 pandemic had minimal impact on curriculum changes in public health, other factors played a role. These factors included recognizing community needs, improving various skills and competencies, and meeting accreditation requirements. Public health emergencies, like the Covid-19 pandemic, illustrated the need and facilitated the integration of public health into medical education, as well as initiative educators. Challenges included internal and external politics and the need for innovative teaching methods.Conclusions:The pandemic caused no or neglectable curricular changes regarding public health and public health ethics education in medical schools. Instead, multiple factors play a role in curricular decisionmaking regarding public health education. Recommendations according to this study are employing faculty with background in public health, teaching mindset of public health in broader courses, teaching public health ethics in a systematic way, promoting the relationship with the School of Public Health, if it exists, and improving teaching methodologies from frontal teaching to more competency-based training.
