Both governmental and non-governmental investments demonstrate the value of higher education. Because of this value, college attrition leaves a rippling effect across educational agencies, school systems, and the community. The problem of practice for this project is the propelling drop-out rate among the Education Secretariat scholarship recipients in the Caribbean because of poor college transition support within the public school system. The problem was diagnosed through data from the Scholarship Department of The Education Secretariat, interviews with high school and university stakeholders, and surveys of current college students, which were analyzed qualitatively and quantitatively. After examining three alternatives of college readiness-reform, social support system, and school counselor training-the scholarly practitioner determined the best solution to address the problem of practice in The Education Secretariat (TES) was to develop and implement a pre-college transition professional development training and coaching program, called the CASS program, for high school counselors with a programmatic concentration on academic enrichment and personal and social wellness. The program's effectiveness was evaluated to identify whether the change brought the needed improvement to the organization and to make recommendations for further improvement in college transition support within the public school system. In all, the CASS program empowered counselors to meet students' college transition needs. Training high school counselors to prepare college-bound students to transition to college will aid in reversing the growing college attrition rates while strengthening the college and scholarship retention and graduation rates. The outcomes of this project serve to bring awareness to the problem and encourage educational leaders to redirect efforts and resources to increase the college retention of first-generation students.
