This study looks at a small school district in the Northeast United States and how ELL have best learned ELA skills over time, based on teacher surveys on what has been their practices and how the school administration has or could better assist in supporting the teacher efforts regarding the English Learner/ELA issue. A phenomenological interpretive approach using qualitative data is used as the framework. The history of the problem in the district is examined. Data support from 2006 to 2022 shows a bipolar and complete reversal of the population numbers regarding the number of students who speak Spanish at home instead of those who speak English at home. The district has seen a sharp decrease in ELA scores on high-stakes tests over that time. The concept of bilingualism and the practice of the bilingual education model of Structured Immersion and Dual Language Immersion are explained as how it is implemented in one state. An example of a Dual Language school that is considered an example of a potential future in the state's school districts is shown, and how research and theory have shown this to be a way to increase student achievement. People acquire language from the study of Vygotsky's theory of Socioculturalism, Vygotsky's views on second language attainment, Brain-based learning, translanguaging, meta language, and digital multiliteracies.{A0}

Este estudio analiza un pequeno distrito escolar en el noreste de los Estados Unidos y como los ELL han aprendido mejor las habilidades de ELA a lo largo del tiempo, segun las encuestas de maestros sobre cuales han sido sus practicas y como la administracion escolar ha ayudado o podria ayudar mejor a apoyar los esfuerzos de los maestros con respecto a el problema de los estudiantes de ingles/ELA. Se utiliza como marco un enfoque interpretativo fenomenologico que utiliza datos cualitativos. Se examina la historia del problema en el distrito. El soporte de datos de 2006 a 2022 muestra una reversion bipolar y completa de los numeros de poblacion con respecto a la cantidad de estudiantes que hablan espanol en el hogar en lugar de aquellos que hablan ingles en el hogar. El distrito ha visto una fuerte disminucion en los puntajes de ELA en las pruebas de alto impacto durante ese tiempo. El concepto de bilinguismo y la practica del modelo de educacion bilingue de Inmersion Estructurada e Inmersion Dual se explican como se implementa en un estado. Se muestra un ejemplo de una escuela de lenguaje dual que se considera un ejemplo de un futuro potencial en los distritos escolares del estado, y como la investigacion y la teoria han demostrado que esto es una forma de aumentar el rendimiento estudiantil. Las personas adquieren el lenguaje a partir del estudio de la teoria del socioculturalismo de Vygotsky, los puntos de vista de Vygotsky sobre el logro de un segundo idioma, el aprendizaje basado en el cerebro, el translenguaje, el metalenguaje y las multialfabetizaciones digitales.
