Using mixed-methods and a more-than-representational approach, I study three integral elements of street performance as a software-centred strategy in the making of global cultural city Taipei: licensing on the street; aspirations and tactical navigations of cultural workers; and affective atmospheres produced by street performance. Street performers in Taipei seek to professionalise themselves through a learning and support community rather than through making overt demands from the authorities. This suggests a developmental paradigm in urban cultural development where city government, with political and economic capacity, partners with free-lancing cultural workers in a mutually supportive relationship that could elevate the status of these workers and reduce precarity in an era of neoliberal governance and inter-city competition. More than just spaces for socialisation and building conviviality, public street spaces serve an important function for urban cultural development as incubators of aspirations and innovations in locally-rooted arts and culture. Theoretically, studying street performance reveals the insufficiency of the "the city" as a spatial category of analysis to account for the diversity of urban socio-cultural life and spaces.
