The dissertation focuses on a critical analysis of how Hong Kong tackles its housing problems, with special reference to the policy making process and the administrative aspects. The study examines the underlying strengths of the public housing program in Hong Kong and identifies variables to explain why it is possible for Hong Kong to successfully provide public housing for millions of its people whereas only very few other cities in the developing countries are capable of alleviating similar housing problems. The conditions and factors leading to Hong Kong's unique and successful solutions to its housing problems are assessed. These include the impact of government policies on the public housing programs; the steps undertaken by the government in providing employment opportunities for the people in the new public housing estates so as to enhance the decentralization of population; the attempts of the government to provide transportation facilities to increase the accessibility of the new public housing estates in the outskirts of the urban area; the way government generates revenue from land sales and business investments by increasing the land value and by constructing new public estates in the undeveloped areas. The general passivity and political apathy of its citizens (98 per cent ethnic Chinese) further contribute to the success of the implementation of the public housing program. The low rents (less than 10 per cent of the family income) of public housing, which currently accommodates over 40 per cent of the total population, help the economy by lowering the labor cost on manufacturing goods. This makes Hong Kong's export goods more competitive in foreign markets. This economic development, in turn, enables Hong Kong to allocate more financial resources to public housing. The study is based on data gathered through the census, government departmental reports, previous studies and personal field contacts. A comprehensive approach is used to examine the housing problems and public housing programs in Hong Kong between the period of 1946 and 1979. The policy development and policy implementation of the public housing program are analyzed and evaluated. The dissertation commences with a chapter which explicitly explains the housing problem and the purpose of the study. Chapter 2 adopts a historical perspective in reviewing Hong Kong's political and socio-economic environments. Chapter 3 analyses Hong Kong's housing problems with special reference to the squatter and slum settlements. Chapter 4 examines the development and implementation of Hong Kong's public housing policies and programs, followed by an assessment of the public housing programs in Hong Kong. The final chapter concludes the study with a summary indicating the major findings and suggesting ways of improving the public policy making for housing provisions in Hong Kong and in cities of the developing countries.
