Cyberspace, mass media and social media have introduced new environments for manipulation, disinformation and deceit, which are rapidly and continually evolving. As such, I will argue that hard and soft power are inadequate terms to describe the current activities of actors in these spaces. This paper aims to reconceptualize the hard/soft power continuum by introducing the following new and robust power terms: cyber power, mass media power, social media power and censorship power. These terms will better allow for characterization and help garner the appropriate attention for future study and policy recommendations. China and Russia will be used as case studies to analyze their practices, such as influence in Hollywood, trolling, kompromat, and other cyberspace activities, while placing them into new power categories along the continuum. COVID-19 will also be analyzed through the prism of these new terms in order to demonstrate their relevance and applicability. This paper will also demonstrate the threat posed to democracies when wielded by authoritarian regimes and recommend policy solutions.
