The project director focused the ministry project on creating a leadership development strategy to establish elders/pastors and deacons within North American Mission Board Church Plants in Montreal, Quebec. An exegetical study of Exod 18:13-27, Eph 4:11-14, and Acts 16:1-5, provided the biblical foundation, mandate, and urgency for church leadership development in church plant settings. Detailed research in the areas of leadership, Christian leadership, the biblical leadership offices, as well as the key aspects and components of leadership development produced a comprehensive framework and wholistic perspective from which to develop the strategy. An overview of the ministry project process and a methodical project analysis provided in-depth insight into the nature and scope of the project. The project director synthesized his findings by creating a thorough, practical, and accessible leadership development manual for church planters, which includes training concepts, goals, practices, outcomes, measures, and resources to assist in accomplishing the task.
