This thesis analyzes how the moral views of Victorian legislators and social commentators affected poor women's legal status and access to government relief in Britain during the nineteenth century. An examination of contemporary moral philosophy, social commentary, legislation, government correspondence, and organizational records forms the main body of primary source research. A synthesis of these documents offers the conclusion that Victorian popular morality directly influenced how legislators and other administrators perceived poor women, ultimately restricting their access to economic aid through official channels. Violation of traditional moral ideologies created consequences for women that were not only social (i.e., disapproval or ostracism) but also economic (exclusion from relief funds, legal restrictions).
