Despite growing interest in China's response to international conventions, few studies address the implementation of those conventions at the sub-national level, especially Macao. During the governing stage by Portugal, Macao has adopted a number of international environmental protection conventions, so called multilateral environmental agreements (MEAs), which still apply to Macao after its reunification according to Macao Basic Law. For the purpose of fulfilling international responsibility and solving the universal environmental problems, Macao should examine its role in these MEAs and effectively implement them. However, the discussions over "how to comply with these MEAs that already apply to Macao" or "how to implement its international environmental obligations" suffer from lack of attention. Besides, none of existing research focuses on the compliance mechanism of these international commitments between Mainland China and Macao.The aim of this research is to fill the gap on the compliance of international environmental law in Macao, by discussing how Macao should response international environmental commitment under "One Country, Two Systems". The thesis starts by reviewing the theory of application Macao's international environmental law. It is the first time a complete and detailed analysis on the compliance status of MEAs and the problems of institutional deficit and lack of legitimacy are founded. Then the author has made a comparison of the EU and USA's similar system on environmental law for giving inspirations to solve the dilemma and challenges facing Macao. Then it follows by exploring the possibility of the establishment of multi-dimension mechanism and legislation from the national level between Mainland China and Macao, a regional collaborative governance among Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The thesis has also achieved an analysis in major models of national uniform legislation, national policy planning, inter-regional agreements, and coordinated legislation, so that national and regional mechanisms can be proposed under the constitution and delegated legislation.In order to verify the effectiveness of the proposed mechanisms, the United Nations Framework Convention on Climate Change and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal were chosen to be applied, giving significant suggestions for future legislation. It is predictable that the accomplishment of the dissertation could give a relatively complete examination over the environmental conventions applied in Macao and describe a comprehensive blueprint for their future compliance, leading Macao to contribute more with Mainland China in global environmental protection.
