By coins and texts this dissertation explores the theory, structure, and technique of monetary policy south of a line running from the Black Sea to the Himalaya mountains from its invasion by the Mongols with Chingiz Khan in 616/1220 to the mid-reign of Uljaytu in 709/1309. Since economic activity is a social phenomenon, cultural influences are also examined, including Mongol social structure, administrative languages, and cultural symbols. The administrative development of the area is considered through the geographic and production relationships of mint sites as well as through political announcements found on each coin type. For several centuries before the arrival of the Mongols, the archaic monetary system was unable to meet the demands of a radically different economic environment. The Mongols accepted the system's fundamental structure but manipulated the internal components, thereby providing better exchange flexibility, massive production, and precise quality control. The administrative and technological innovations of the Mongols, revolutionizing monetary practice, propelled their society into the most advanced economic stage of the period. Although the Mongols were true nomads, they established a stationary administration in Tabriz. The city's rise and decline as a monetary center under them is the focus for this study. At the start, there is no indication that the Mongols had a desire to centralize the monetary system and, at the end of the study, when all aspects of coinage were uniform, Tabriz was simply one of over a hundred mints. Yet, during most of the century, Tabriz was the center of monetary policy. An examination of the evolution of that policy reveals the social, cultural, and economic aspects of Mongol money.
