Russia, a country that struggles with corruption, a poor economy, and state control, developed a sophisticated cyber operations network to address military and economic setbacks allowing the country to compete with adversarial nations. The Russian government uses cyberspace to enhance military capabilities and collect vital information on adversary governments to aid strategic decision-making. Russian military leaders understand they do not have the conventional military strength to rival North Atlantic Treaty Organization (NATO) member nations and allies on the battlefield, so the Russian military invested in the development of electronic warfare operations, cyber operations, psychological operations, and information operations to even the odds. Russian government officials and military leaders believe information operations can outmaneuver political, economic, and social systems against a targeted population to destabilize an adversarial government. The Russian government escalated the conflict with Ukraine with an unprovoked full-scale invasion consisting of conventional military operations and cyber operations. Russia's military invasion of Ukraine has taken the lives of civilians and left others to become refugees in neighboring countries. Russia's use of kinetic and cyber operations in the 2022 invasion of Ukraine has led the cyber security community to wonder if cyber weapons have the destructive capabilities to surpass conventional military operations during a time of war.
