The Chinese government has sent millions of migrant workers to the recipient countries of the Chinese aid projects. Most of these migrant workers are employees of the Chinese SOEs. This thesis tries to figure out how the Chinese Embassies and the Chinese SOEs work together to manage the Chinese migrant workers in the recipient countries. Based on the interviewees who have worked or are working in the recipient countries of the Chinese aid projects, my argument is that the Chinese SOEs help the Chinese Embassies, supervise the Chinese migrant workers on Chinese aid projects. In return, the Chinese Embassies do not hinder the Chinese SOEs from maximizing their market interests.
