This qualitative research was a process improvement for customizing the existing US Navy and NAVSEA Systems Engineering V-Models to better fit specifically for design-build-deliver engineering types of projects. The problem is that the US Navy and NAVSEA systems engineering V-Models are utilized as an overarching approach for project life cycles. These V-Models are used within the industry as a guiding principle for multiple portfolios of platforms, systems, sub-systems, and components. These V-Models have been established as an overarching approach to track progress from one phase to another, but they are not customized nor tailored for design-build-deliver engineering types of projects. Military projects are affected by utilization of these generic V-Models. The purpose of this qualitative research single collective case study was to enhance the existing US Navy and NAVSEA V-Models, and to demonstrate that these V-Models are considered too complex, too broad, comprised of unnecessary, and intertwining phases. Systems theory was used as the theoretical framework based on the concept of improving the existing V-Models, and ultimately proposing a customized system engineering V-Model. A qualitative research, single collective case study was utilized, and the participants consisted of qualified engineers at the Naval Surface Warfare Center Corona division. A consent letter was provided, and the questionnaire responses were securely collected. The results were analyzed for similarity or disparity and recorded. In relation to the research questions, the results revealed that majority of the participants agreed that existing V-Models can and should be refined to better fit design-build-deliver engineering types of projects. It is concluded that a customized version of existing V-Models can be refined further for inclusion of major project milestones, and the triple project constraints. It is also concluded that for implementing an effective customized system engineering design-build-deliver life cycle V-Model, a customized, tailored version should be developed. The proposed V-Model would allow the engineering team to cross check against all other phases. It is recommended for future research studies the implementation of managements' approval after each specific phase. Additionally, how each phase will have an impact on the overall project constraints including the concept of risk management.
