The purposes of this study are to determine what types of news the Voice of America Mandarin Service broadcasts to its Chinese listeners, whether the newscasts of the VOA Mandarin Service are objective or propaganda and whether there are any changes before, during, and after an international crisis--the Tian An Men Pro-Democracy Demonstration. The Mandarin Service's 6:00 EST newscasts in three respective months, August 1 to August 31, 1987; June 1 to June 30, 1989; and May 1 to May 31, 1990, were content analyzed. Using systematic sampling techniques, this project examined 199 news items, 1,205 sentences, and 24,616 words, analyzing them for extent of coverage, reporting style and reporting slant. Chi-square tests were employed to determine whether the difference among countries and regions and among three sample periods were significant. Coefficients of Imbalance were calculated to determine the degree of imbalance towards each subject. Results of this study indicated that the First World countries, the Second World countries, and the Third World countries received significantly different coverage before, during, and after the Tian An Men crisis. There was no significant difference in terms of the use of inference sentences describing the communist countries and the western countries as a whole. There was no significant difference in terms of the use of inference sentences describing the Western countries before, during, and after Tian An Men crisis; however, the Second World Communist countries received significantly different coverage in terms of the use of inferences sentences before, during, and after the Tian An Men crisis. In terms of reporting style, this study found that five attitude objects were not equally treated. Most Communist countries and regions were negatively depicted; meanwhile, the United States received positive Coefficient of Imbalance (CoI) before and during the Tian An Men crisis. However, because the United States and West Europe also received negative CoI's at least in one sampling period and East Europe received some positive coverage, the results did not support the hypothesis that stated the First World countries were likely to be portrayed positively and Second World countries were likely to be portrayed negatively. The findings of this study suggested that the VOA Mandarin Service's newscasts were generally objective; however, some news bias and propaganda in its newscasts still existed.
