The main purpose of this study is to examine the relationship between the environment and development in developing countries and to discus how sustainable development can be achieved in these countries. This study focuses on the experiences of two countries, Kenya, an economically poor country, and Taiwan, a newly industrialized country and shows how each is confronted with different environment-development problems and how sustainable development can be achieved in both countries. This study constructs a measurement model to define and measure sustainable development. Development is defined as the improvement of the people's quality of life, indicated by multidimensional socio-economic-political and environmental variables. Sustainable development is defined as the continuous improvement in people's quality of life without simultaneous degradation of the natural environment. It is measured by a time-series evaluation of development performance and the maintenance of environmental quality. This study argues that the best way to achieve sustainable development is through grassroots participatory efforts beginning at the lowest levels of society and continuing throughout all levels. Current problems of sustainable development in Kenya are caused mainly by widespread poverty, coupled with a long-term pattern of rapid population increase. This study argues that international help and grassroots participation by the people are the best ways to achieve sustainable development in Kenya. Taiwan has been regarded as an economic "miracle" and "model" for third world development. This study indicates, however, that Taiwan is far from being a "model" because of the enormous socio-economic and environmental problems that surfaced in the 1980s. Environmental degradation in Taiwan intensified under the ideology of "almighty economic growth," which continues to be pursued by the Kuomingdung government and the capitalist elite. Although an opposition party and grassroots groups have come to challenge the dominant power, Taiwan's move toward sustainable development is too slow and may already be too late. The findings of this study are useful for understanding how other developing countries might pursue sustainable development and might prevent making the mistakes made by Kenya and Taiwan.
