This dissertation examines Taiwan's economic transformation since the retreat of the Kuomintang (KMT) state from Mainland China in 1949 by means of an analytical framework derived from the state-centric approach. While Taiwan's enviable socioeconomic development over the last thirty-seven years was the outcome of a variety of factors, it is generally recognized that the KMT state has played a pivotal role in Taiwan's accomplishments through the implementation of its development policies. This dissertation directs its attention to the internal structure of the KMT state, the cultural and structural features of Taiwanese society, the wider international political-economic environment, the interactions among these components, and their influence on the formulation and execution of the KMT state's economic policy. The analysis of the KMT state apparatus and its relationship to the surrounding social structure in terms of state autonomy and state capacities, both at the intra-national and international levels, reveals that the KMT state's success in regulating Taiwan's economic transformation is primarily attributable to: (1) the internal coherence of the KMT state apparatus, characterized by a strong and stable top political leadership, a group of clean and competent economic policy makers, and a group of loyal and skillful economic bureaucrats; (2) the high degree of autonomy from Taiwanese society enjoyed by the KMT state, characterized by a relatively weak dominant class and the relatively strong influence of consulting economists; and (3) favorable international economic and geo-political circumstances in the earlier period of Taiwan's postwar development, characterized by substantial U.S. assistance and the shallow history and limited presence of transnational corporations. This dissertation also finds evidence in support of the argument that there are strong antinomies in the interaction between increasing state intervention, state autonomy, and state capacity. The nature of the KMT state has undergone significant change. While the KMT state has effectively transformed Taiwan's economy, it has also been reshaped by the emergence of various social forces. The KMT state's success in promoting Taiwan's socioeconomic development has undercut its autonomy and its internal coherence, while increasing its role as an arena of social conflict, and reducing its capacities as an agent of economic transformation.
