Contingency theorists suggested that an effective organization is one whose structure corresponds to the contingency attached to its tasks or environment. A Monocratic structure is effective for the performance of predictable tasks with few contingencies; a Human Relations structure is effective for the performance of unpredictable tasks containing many contingencies. Implicit in this statement is the presumption that people seeking to accomplish a task effectively will always choose one or the other structure depending on how predictable their tasks are. However, there are cases where the concern for immediate task effectiveness conflicts with ideological statements about the proper nature of organizational structure or with the interests individuals and groups have regarding this structure. Three periods of Chinese history are studied, the Imperial, the Nationalist, and the Communist. The Confucian ideal Human Relations model is examined against the observed structure of the Imperial bureaucracy. Sun Yatsen's ideal Monocratic model is examined against the structure of the Nationalist bureaucracy. The Maoist Human Relations ideal is tested against the observed bureaucratic structure of the People's Republic of China. It is affirmed that both ideological prescriptions and immediate interests put considerable constraints on the choice of the more effective organizational structure. The compromise between ideological prescription and technical effectiveness is achieved differently in various areas. There tends to be less compromise of both ideological prescriptions and effectiveness considerations in those areas which are considered vital or more important.
