This master's thesis is a comparative case study analyzing the legitimacy claims of the use of force by Western states and NATO members in the cases of Kosovo, Iraq, and Libya. These three cases involved interventions that were partially or not covered by international law. How these operations and humanitarian interventions were argued and justified prior to their deployment is part of the analysis. Such interventions outside the legal framework require plausible justifications to explain why international law was violated. For this purpose, there are several theories on how such violations could be justified; three concepts of legitimacy strategy are presented: the responsibility to protect (R2P), Solidarism by the English School, and a social construct (based on the assumption that actors share the same values and world views). Before examining these concepts, the main statements of the main political actors are again summarized and applied to these frameworks. The master thesis assumes that the closer a country is aligned with Western liberal values, the less likely it is to become a target of humanitarian intervention. The Freedom House Democracy Index as well as Huntington's concept of the Western world will be used as a tool to determine Western and non-Western states. In addition to the above theories, liberalism (as the main source of inspiration for humanitarian intervention) and realism are also discussed.
