This study explores the two love commands in Luke, the command to love one's enemy in 6:27-36 and the command to love one's neighbor in 10:25-37, in light of Luke's conception of God as it is found in the history of Israel that Luke illustrates in the larger context of Luke-Acts. Beginning with a survey of monographs on the love commands in the NT from the twentieth to twenty-first century, it proposes that it is essential to attend to the portrait of God as delineated in Luke-Acts as the key ethical basis of the commands. By examining Luke's conception of God in his construal of Israel's history in Acts 7 and Luke 1, this study notes that Luke especially highlights the merciful character of God, which consists in his saving work that forgives the sin and disobedience of Israel and restores the broken relationship between God and his people. This study demonstrates that this portrait of the merciful God forms the foundation of the two love commands in Luke, in which Luke invites the reader to reflect the mercy of God and participate in his glory and eternal presence.
