Since 2017, the Russian Federation has introduced policies reducing the number of course hours of Tatar language instruction in Tatarstan on the basis that ethnic Russians are being "forced to learn non-native languages" in Tatarstan. This policy, and the subsequent protests surrounding its enforcement, have come to be known as the "language question" in Russian and Tatar media.This thesis historicizes these moments of conflict over language education, tracing the role of language in nation-building discourses from the early Soviet period to the contemporary moment. Discourse analysis and language ideological frameworks are used to explore how this "language question" has led to a recalibration of the relationship between the Tatar language and the Tatar republic, visible across a wide range of media, from VKontakte groups to press conferences. Ethnographic data for this paper consist of a corpus of posts and comments on VKontakte groups formed in 2017, in addition to protest photos circulated by a variety of publications.I conclude that this moment of heteroglossic interpretations of the role of Tatar language education is a result of the ambiguities and tensions of the autonomous republic as a national and political form in the post-Soviet era, a tension that is played out in the complex semiotics of the Tatar language on social media and in public protests.
