Wastewater infrastructure in America began as a culturally celebrated system. Today, this system is in decline. Given the increasing urgency for the nation to address funding deficits, calls for environmental justice, a sustainability crisis (and more), an opportunity exists for the siloed world of infrastructure to be examined for ways it can help address these challenges and provide broader public benefit. A common sentiment currently shared by the wastewater treatment community is that the general public does not understand the function or importance of wastewater treatment, and misunderstands it as being environmentally harmful. To challenge this narrative, the recommendations in this paper use placemaking techniques to offer a set of achievable and aspirational implementation strategies for wastewater facility improvements. This paper focuses specifically on wastewater treatment facilities, but the research method and findings are applicable to the study of and application in infrastructure systems of all types.
