The following is a report on state policies regarding personalized learning innovations at public high schools in the United States. The goal of personalized learning practices is to create more personalized and individualized educational environments, focused on relevant experiences and skill development. Successfully implementing these practices is key to helping transform the American secondary education system so that it effectively supports the needs of learners in the twenty-first century. As a result, the purpose of this project's policy analysis was to measure, using a rubric, the extent to which states have succeeded in espousing and supporting innovative personalized learning practices by generalizing their access, providing necessary resources, and evaluating the success of their implementation through legislation. The primary audience for this research is public school administrators involved in the implementation of innovative practices as well as policymakers and state departments of education drafting state policies for public schools. The secondary audience includes anyone with an interest in public high school policy in the United States.
