Due to the disparities in business culture and IT practices between the engineering and community-based sectors, the application of engineering in the design, development, management, and utilization of community-based human service system data and information is an uncharted course. Controllable and uncontrollable factors drive program outcomes within community-based human service organizations. Managing qualitative data collected is not always easy as humans engage with the community. Translating qualitative data into data for analysis and decision-making is also challenging at the community-based level of human service organizations. This research investigates the design and development of a Community-Based Human Service System (CBHSS) model engineered around a system-based infrastructure. A database implemented and sustained within human service environments by applying a multi-engineering disciplinary approach, including the Systems Development Life Cycle (SDLC) methodology.
