Since the mid-nineteenth century, the Qing governmental finance saw two contradictory trends. On the one hand, decentralization became increasingly obvious, more and more sources of revenue outside of the formal system fell into the control of local governments at all levels. On the other hand, the Qing central fiscal machine was still able to cope with the new challenge and could achieve a kind of macro-management by integration: cross-regional distribution of taxation revenue was still working. These two contradictory trends lead to two conflicting views of late Qing state-society relationship. One argues that the Qing state failed to penetrate into society. One argues that the Qing state was capable of integrating various channels of revenue, although it finally failed to evolve into a modern fiscal state.The Tongzhi and Guangxu era (1864-1908) exhibited the two trends in the Qing governmental finance. This thesis investigates how taxation and fiscal administration operated in Baxian. It tries to answer the following questions: (1) How financial resources were integrated at the county level by means of government debts. (2) How the weakness of the land registration system prompted county government to adopt new taxation strategies and how such strategies evolved with the rise of land price. (3) How the local government took advantages of public funds to expand its governance.
