This dissertation is the initial sociological study of the first labor movement and a significant strike in Taiwan. Its main objective is to understand the career of the Far Eastern Chemical Fiber (FECF) Union's labor activism leading up to a strike in May 1989. The FECF Union was widely symbolized as the "vanguard" union of the newly-emergent Taiwanese labor movement in the late 1980s. This study analyzes how a cadre of FECF Union activists, through formal organization, informal relationships, and affiliations with the broader Taiwanese labor movement, engaged in contention with management. The study also traces the influences of the state, political parties, and community on the processes of the activism. The work includes analyses of the union's difficult transition from management-control to worker-control between 1977-1988 and of two important episodes of contention in 1988. The two main research methods were interviews and archival research with some supplementary participation observation. The data were primarily collected in the latter half of 1990. Seventy-two people (mainly national labor activists and FECF workers) were interviewed. The research portrays how the informal networks of the union cadre, labor activists, and some rank-and-file workers interacted and collaborated with one another within a society which lacked public spheres and traditions of protest. The state and management's counter-mobilization against labor activism in the latter half of 1980s is examined. Although the study finds that the disorientation of state officials during 1987-88 was important for the emergence of labor activism, it argues that the structure of political opportunities was not a sufficient condition to explain the career of labor activism. The interactions between the local union cadre and national labor activists led to the emergence of activism despite unfavorable structures of opportunity. The study also finds that local community institutions hindered labor activism. Mobilization for and participation in labor activism was strongly influenced by the emergent norms and emergent social relations between activists and the rank-and-file.
