Comparable worth, the demand raised by women in sex-segregated jobs for "equal pay for jobs of equivalent value," is examined in terms of the political construction of class and gender interests which it represents. Because it challenges both the belief in the marketplace and the entrenched ideology of the male breadwinner, I argue that comparable worth is potentially more far-reaching than affirmative action, the major alternative strategy for promoting women's advancement, which emphasizes the integration of women into male-dominated jobs. In in-depth studies of two local comparable worth efforts, in San Jose and Contra Costa County, California, I show how comparable worth arose from the legacy of earlier affirmative action efforts. While affirmative action legitimates women's gender-based claims for economic advancement, the concrete results have been extremely limited. The rational basis for the frustration of low-paid women with affirmative action, and for their suspicion of its consequences, is also discussed. Interviews with participants in the two efforts illustrate the convergence of class- and gender-based identification in the struggle for comparable worth. In San Jose, a strongly feminist-identified group became more aware of class divisions and issues, while the opposite trend occurred in Contra Costa County. I discuss both the positive and negative consequences of this intersection of interests for the comparable worth movement. Other factors which could tend to limit the effectiveness of the movement are also discussed. The dissertation also examines the issue of science and politics, or the tension between broad-based participation and specialized expertise in policy-making. Because technical questions can obscure questions of interests and power, this issue poses a dilemma for many social movements. It is central to the comparable worth movement as the determination of job worth, the crux of the demand, involves many interest-laden technical decisions.
