Mitigation practices and strategies can increase or decrease the levels of risk in communities. After hurricane Maria and the recent earthquakes between December 2019 and January 2020 in Puerto Rico, many communities decided to structure their organizational formation and work through their recovery processes. This research uses a modified Photovoice approach using ArcGIS Survey 123 and Zoom with community leaders and members from selected communities in the south of Puerto Rico. The main purpose is to learn from their recovery process, resilience strategies develop in the aftermath, areas that still represent a concern for the community, and the new mitigation action plans to address natural hazards that represent a risk in their landscapes based on the learn experience. Findings suggest, building social capital by strengthening social bonds within the community and establishing communications and collaborations with external organizations has increased community's competence by creating awareness and commitment to decision-making local mitigation plans.
