Although the United States began the process of establishing a dedicated air defense force within the United States Coast Artillery beginning in World War I, the development of this key capability has been largely neglected in comparison to the aviation forces that it was designed to counter. This is particularly true during the interwar period, which has usually been relegated to a bare handful of pages even within the pages of books specifically written about the history of air defense. The general conclusion within these pages has been that the Coast Artillery's antiaircraft forces were relatively inactive during the years from 1918 through 1941, but examining the Coast Artillery's professional journal and a selection of other government documents from those years reveals the presence of a thriving community engaged in advocating for and improving the antiaircraft forces of the United States. These efforts took place across three definable periods, reorganizing the Coast Artillery into an antiaircraft force that was well prepared for the beginning of World War II. This transition and the attendant developments laid the foundations of air defense in the United States military, creating a legacy that is still influencing the modern Army's Air Defense Artillery Branch.
