The territorial fragmentation of the state is discussed as an alternative theoretical approach to state breakdown. In existing theories of social revolution and state breakdown, the state is narrowly defined with respect to administrative power. In contrast, I argue that the concept of the state must be broadened as a variable on two levels: the administrative power of the state (i.e., the capacity of the state as a governing organization to extract resources) and the territorial power of the state (i.e., the economic, military and diplomatic resources that the state possesses as a sovereignty in relation to other states). Structurally, the administrative power is dependent upon the territorial power of the state because of the amount of available resources is affected by the expansion and contraction of territory. This territorial power of the state is geopolitical in nature, because both state growth and state fragmentation are caused by external changes in geopolitical conditions as these affect the internal legitimacy of state organization. The effects of geopolitical advantage and disadvantage upon the internal strength and weakness of state power are illustrated with two case studies: the rise and demise of British North American empire and the Chinese Qing empire. As is argued, the formation of the United States was not "pre-destined," as many people conventionally think; instead its formation was determined by geopolitical forces. The cases of the American Civil War and the Chinese Taiping Rebellion are analyzed to further demonstrate the theoretical arguments that a geopolitically-favored state is more likely to grow and win wars, with war helping centralize state administrative power, whereas a geopolitically-disfavored state is more likely to decline, with war exacerbating the process of state fragmentation.
