NCAA athletic administrators and department personnel do not understand the three-prong test for Title IX compliance and incorrectly rely on proportionality as the only means to satisfy Title IX compliance. The inaccurate reliance, solely on proportionality, creates missed opportunities to satisfy Title IX law by adding varsity sports to an NCAA athletic department's offering. The purpose of this qualitative case study was to explore NCAA athletic department administrators' knowledge of Title IX compliance, specifically with the three-prong test for Title IX compliance, their perceptions and experiences with Title IX compliance, and their participation with the addition of a varsity team to an NCAA athletic department. The conceptual framework for this study was reciprocal determinism. Eight NCAA athletic department administrators were interviewed for the study. Six themes emerged: (a) 87.5% of the study participants did not know the male/female enrollment ratio for their institution; (b) sexual harassment on campus was the main emphasis for Title IX compliance among current NCAA athletic department administrators; (c) some knowledge of NCAA compliance was required for all of the study participants however none of the participants' athletic department administration offered any Title IX education classes outside of the NCAA mandatory requirements; (d) the majority of current NCAA athletic department personnel do not understand the three-prong test for Title IX compliance; (e) 25% of the study participants were highly educated on the three-prong test for Title IX compliance; (f) 87.5% of the study participants had never been part of a committee to review an athletic department's overall evaluation of Title IX compliance. Advanced education on Title IX compliance and the three-prong test is needed for all NCAA athletic department personnel so they can better serve current NCAA student-athletes and create opportunities for future NCAA student-athletes.
