Limited Resource Institutions (LRIs), especially the Historically Black Colleges and Universities (HBCUs) are having a difficult time adhering to Academic Progress Rate (APR) standards, rules, and regulations. This affects coaches and athletic administrators in equal measure. The purpose of this qualitative case study was to explore and develop an understanding of the obstacles facing coaches and athletic administrators in Prairie View A&M University (PVAMU) and other HBCU institutions about meeting the APR Standards. The research explored the experiences of student-athletes, coaches, and academic-success personnel at PVAMU, located in Houston, Texas. The institution competes at the NCAA Division 1 level and is a charter member of the South Western Athletic Conference (SWAC). Fifty participants were contacted, 34 responded, and 10 coaches and athletic administrators at PVAMU went through with the interview. The interviews were conducted through emails, zoom, and phone calls, which were recorded for assessment during the analysis process. The findings showed that lack of resources affects APR because the fewer resources that are provided to student-athletes, the less likely they can perform in the classroom effectively. Also, academic under-preparedness of student-athletes significantly affects coaches and athletic administrators at PVAMU regarding APR compliance. Additionally, the NCAA does not consider the resource-capability of PVAMU, and this further contributes to the obstacles facing coaches and athletic administrations in satisfying the APR requirements. The results and findings of this study could help LRI, particularly HBCUs, deal with the issue of APR compliance.
