In 1973, the Hokkaido Regional Development Bureau, a subsection of the Ministry of Construction, began a dam project on the Saru River. The Saru River Area is located in Southeastern Hokkaido and has been a historically Ainu region long after Hokkaido was annexed by Japan. These dam endangered the landholdings and communal hunting and gathering areas of the Ainu living in the proposed flood area, Nibutani village, as well as traditional ceremonial grounds, grave sites, archaeological sites, and the habitats of plant and animal species that are integral to Ainu cultural practices and traditional food-ways. The Nibutani Dam that was built for this project started a court case that was a catalyst for the Ainu rights movement. The Nibutani Dam court case also impacted how the government approached the subsequent Biratori Dam, forcing the government to conduct Cultural Impact Assessment (CIA) to protect Ainu culture in the region where the dam would be built. In this study I look at the history that led to the Saru River Development Project. I look at the Nibutani Dam Case as a major turning point in Ainu-Japanese relations. I look at how the Biratori Dam Cultural Impact Assessment was conceived, what it found, how it impacted the construction, and how it was received. The Biratori Dam CIA was a good first CIA for Japan, but it also left a lot to be desired for the Ainu and local residents. That is why it is vital to look again at the Biratori Cultural Impact Assessment, and learn from it, so that future CIAs conducted in Hokkaido, as well as in the rest of Japan, can better protect the cultural traditions of local residents, and conform to international and domestic rules and laws. Finally, the results will be compared to findings from independently conducted interviews with Ainu and Japanese people who are either involved in Ainu cultural preservation in Biratori/Nibutani or have relevant knowledge and viewpoints about Ainu culture to impart.
