The current study explored and described business owners and managers' adaptation of the 2009 immigration laws, which resulted in the shortage of skilled labor, due to the Consolidated Natural Resources Act of 2008 (CNRA) 2009 transition directives period of skilled labor from Saipan, Commonwealth of the Northern Mariana Islands. The study included a qualitative methodology and an exploratory single-case study design. The specific problem was shortage of skill workers impact on businesses in Saipan. The research involved three data collection methods (i.e., interviews, participant's observation, and external documentation). The interviews were conducted with 13 business owners and managers who made business decisions before and after the CNRA 2009 transition directives period. Participant observations occurred at the participants' business locations. The documentation involved the examinations of public documents found on websites and detailed the 2009 immigration laws, the transition orders, and economic and social issues resulting from the CNRA 2009 transition directives period. NVivo 11 provided support for the analysis of data using coding and themes. The data analysis was guided by the Morse's 1994 four stage model. Six categories emerged during data analysis. The findings were supported by the scholarly literature, Change, Leadership, and Culture. The results of the research indicated that a gap existed with skilled labor resulting in businesses inability to adapt and support business operations. The recommendations indicated that leadership should begin to focus on acquiring resources to support skill set applications that may be developed fully to meet future business and market demands. The study has several implications for future studies on skilled labor shortages due to immigration laws and lack of local skilled labor to fill vacant positions.
