The project director recognized the work of deacon serving in critical partnership with the senior pastor and lay elder proves vital to the health and growth of Central Baptist Church (CBC), Wendell, North Carolina. The purpose of this project aimed to develop a comprehensive deacon development strategy. After completing a study of the recent history of CBC, a demographics study of the eastern Wake County community, and a thorough ministry analysis of the church's ministry over the last ten years, the project director formalized four main objectives for the ministry project. The first objective called for establishing a biblical basis for the deacon development strategy. The project director accomplished this objective by completing a biblical exegesis on Acts 6:1-7 and I Tim 3:8-13. In addition to the biblical exegesis, the project director gathered research on deacon ministry within the Southern Baptist Convention and leadership development from books, articles, handbooks, model churches, and personal interviews with ministry experts. After examining the biblical, historical, and contemporary views of deacons, a simple profile was created reflecting both the character and work of a biblical deacon. The project director identified the four elements (Spirit-filled Follower of Christ, Leading Servant, Ministry Mobilizer, and Peacemaker) of the profile as the aim of the leadership development strategy. Extensive research was conducted on each element of the profile and in the area of Christian leadership, elder and deacon ministry, congregational polity, spiritual formation, and disciple-making. From the gathered research, the project director identified three key components to be included in the design phase of the project (leaders raise leaders, a foundation of intercessory prayer, and formalize a leadership development system). Once the key components were developed, the project director conducted research in each area. After gathering research, a framework for the strategy along with detailed action steps for each component was created for presentation to the strategy planning team.A strategy planning team was enlisted from the staff and lay leadership of CBC to assist the project director in the development of the strategy. The project director presented the research and proposed the strategy, then guided the team through three sessions where the proposed strategy was discussed, finalized, and formalized for presentation to the elder council for approval. The project director chose a leadership ladder with four rungs (lead self, lead others, lead ministry teams and lead leaders) to clearly outline key development markers and show leadership progression. The proposed strategy was presented to the expert panel for evaluation and the council of elders for church approval.
