This study investigated under which circumstances, to what degree, and in what form Commonwealth of Pennsylvania superintendents serving in small or rural school districts advocated for or did not advocate for extracurricular activities. The problem lies in the fact that small and rural school districts face a finite amount of resources, so superintendents must be judicious when allocating funding. The purpose of this quantitative study was to measure the perception of extracurricular activities by superintendents and evidence of advocacy displayed by superintendents toward the offering of extracurricular activities in their small or rural Pennsylvania school districts. The participants of the study were members of the Pennsylvania Association of Rural and Small Schools during the 2019-2020 school year. The participants completed a 31 question survey using a Likert scale. This study found that superintendents perceived students to be positively impacted from participating in extracurricular activities. Findings indicate that superintendents leading small or rural schools in Pennsylvania perceived extracurriculars to have a positive influence on their students. As shown by the study, advocacy by superintendents can take the form of recommendations to boards of school directors for budgetary expenditures and attendance at extracurricular events. The superintendents perceived extracurricular activity participation to be more positive than the support they show for extracurricular activity participation. A moderate, positive correlation was found to exist between the superintendents' positive perception of extracurricular participation and their advocacy for extracurricular activities.
