Progress toward meaningful improvement in NCAA compliance processes did not occur until nearly 50 years after establishment of the organization when a construct for the existing enforcement system was introduced in the 1950s. This quantitative study evaluated relations between NCAA infractions and associated systemic educational guidance offered by the national office to assist member institutions while measuring levels of academic-related major infraction cases in relation to other major infractions. The developmental approach relied on the Compliance Theory developed by Ronald Mitchell (1994). Stratified samples included NCAA infraction cases and evidence of systemic educational programming as documented in the NCAA's Requests/Self-Reports Online (RSRO) database for case management and gathered from the NCAA Legislative Services Database (LSDBi). Phase I assessed the observed frequency distribution of NCAA educational initiatives compared to the expected frequency distribution based on the correlating proportionality of violations utilizing a chi-square goodness of fit analysis. Phase II utilized the Mann Kendall Trend Test to determine if a statistically significant trend existed or the frequency levels were increasing or decreasing at rates between academic-related major infractions and nonacademic-related major infractions.Findings presented the framework for a risk management approach relative to allocation of compliance resources and development of educational initiatives; demonstrate a need for increased level of systemic educational elements distributed in LSDBi; identify a need for continued development of proactive mechanisms to deter academic-related and academic support-related violations; present additional consideration for national policy standard relative to academic misconduct; and outline a framework for regular evaluation of educational programming for the NCAA membership.
