In the 1960s, voluntary relief agencies (VOLAGS) in the United States provided emergency relief for Cuban refugees. Each guided by its independent mission, VOLAGS worked both individually and as a group to forge a path for Cuban refugee aid and resettlement. Surprisingly, VOLAGS constructed this method with very little significant guidance or oversight from any governmental office. VOLAGS' strategies were so sound that they eventually became the standard procedure for American refugee asylum and resettlement. Furthermore, VOLAGS proved to be such a precious resource to the American government that lawmakers officially recognized their role as advisors and participants in refugee asylum in the Refugee Act of 1980. This thesis paper is divided into three major aspects that influenced VOLAGS' success with Cuban refugees. First, VOLAGS' unique administrative structure allowed them to provide aid to Cuban refugees in a way the government could not. This chapter also considers the government's reliance on VOLAGs to quickly come to the aid of Cuban Refugees. By allowing the government to use their existing organizations, the relief to Cuban exiles was not slowed down or clouded as the result of bureaucratic complications. Next, "immediate relief" and "extended welfare concerns" will be discussed in a single chapter on welfare. This section considers VOLAGs direct work with Cuban refugees. This chapter will discuss the specific use of government funds for the exiles' welfare. It will also show the networking and cooperation between VOLAGs in the Miami-Dade. The final section of my thesis will focus on the VOLAGs facilitation of Cuban refugee resettlement. This chapter will navigate the complex nationwide network of VOLAGS involved in resettlement. Ultimately, by examining VOLAGS' work with Cuban refugees and the impact it had on refugee policy, this thesis emphasizes impact of non-governmental agencies on the formation and expansion of government policy.
