BackgroundIn 2016, the Niagara Falls City School District initiated a comprehensive sexuality education program. Comprehensive sexuality education programs (CSE) are an effective way to increase adolescents' self-efficacy, confidence, and healthy relationship development. Several studies have demonstrated that CSE programs reduce rates of sexual activity, high-risk sexual behaviors, sexually transmitted infections, and adolescent pregnancy.4ObjectiveThe purpose of this study was to compare high-risk sexual behaviors of the Niagara Falls High School (NFHS) students in 2015-16, when there was no CSE, to high school students in school year 2019-20 - three years after full implementation of the CSE program. The high-risk behaviors included early sexual debut, no condom use, no pregnancy prevention method, multiple lifetime partners, and the use of alcohol and/or drugs.MethodsThis study was a secondary data analysis of retrospective survey data. The sample included NFHS students from 2015 and 2019 who have engaged in sexual intercourse. Frequency, percentage, Chi-square, and binary logistic regression analysis was conducted to compare sexual behaviors adjusted for age, gender, race, and ethnicity.ResultsStudents exposed to the CSE program reported a slight decrease in early sexual debut and there was a decrease in students who have had ≥ 3 sexual partners in their lifetime. Conversely, results revealed an increase in no condom use, no use of pregnancy prevention method, and use of alcohol and/or drugs the last time having sexual intercourse.DiscussionThe results of this study demonstrate a varied compilation of outcomes that fluctuate in meaning and significance. While the data did not indicate a significant positive impact on most high-risk behaviors, the results should not undermine the importance of a comprehensive sexuality education program. The positive implications of a CSE program generates preferential outcomes from those taught in an abstinence-only program.
