Over the past decade, the industry of telecommunications has changed with the advent of information and communication technology (ICT) and other telecommunication services. Because of the rapid evolution and advancement of ICT becoming a ubiquitous and vital instrument, governmental bodies, businesses, and even individuals have access to virtual forms of communication to be used in all aspects of life: commerce, education, healthcare, communication and government among others. Yet, there are still some areas that necessitate improvement in order for this trend of development to continue in a sustainable way without causing conflict that may ultimately damage the development trend, leave a portion of society either without access to ICT from which the world benefits, or leave a portion of society vulnerable and unprotected. Other challenges experienced by today's telecommunications industry involve lack of continuity in various aspects among nations, including lack of continuity in standards, lack of continuity in government, and lack of continuity in applicable international law. Amidst many international bodies, the International Telecommunication Union (ITU) is a perfect candidate for developing the regulation of ICT services and this is attributed to its previous experience in developing globally accepted standards and regulations for "regular telecommunications services" such telegraph, phone numbering, radiofrequency, etc. Furthermore, the ITU has proven its ability to adapt to numerous technological advances.The ITU should be charged with specific mandates to ensure that individuals are protected in their privacy and in their role as consumers; that businesses are governed in a way that promotes competition, maintains a standard quality of service, protects minors, and meets the needs of underserved communities; and that laws are enacted to prevent the illegal interception of telecommunications, prevent fraud and the promulgation of false information, regulate harmful con-tent and protect intellectual property rights. The coordination of these goals across nations by the ITU will bring today's telecommunications industry to a more productive and beneficial level for everyone.
