The Bagmati River is a highly contaminated, urban, holy river in the valley of Kathmandu, which is located in Central Nepal. For centuries, the River's fresh waters were harvested and worshipped by the residents, farmers and cultural groups living in the Valley. Unfortunately, as time passed, the Bagmati also started getting abused and exploited in the name of industrialization, modernization and development. Today, the river, particularly in the populated upper basin region, has become one of the most polluted waterways in all of Nepal.There are over 400 actors, including those from the government, civil society, private organizations and non-governmental organizations, who have been working to clean the Bagmati Basin. Many of these stakeholders even aim to restore the river and its surrounding tributaries. Although their efforts, some of which include community clean-up initiatives and water management interventions, have brought a modicum of change since the height of river pollution in the 1980s, long-term progress is still a distant aspiration. These improvement initiatives have been unable to bring any kind of lasting, positive change in the Bagmati Basin.As such, this thesis explores the contextual and political elements within the Valley in order to better examine the barriers to long-term improvement in the Basin. I use ethnographic approaches, including auto-ethnographic approaches presented in the form of a personal narrative, to explore some of the obstacles to improvement. I argue that haphazard urbanization is one of the main barriers to long-term change and improvement in Kathmandu. Other obstacles include the clash of traditional and evolving values (many of which were adopted blindly in the name of globalization and modernization), a lack of cooperation between governing bodies in the water sector, and overall, a weak governance. Using the hydrosocial cycle as my conceptual framework, I further suggest that the river cannot be restored to the way it once was, given the level of change that has already taken place. Regardless, I maintain that improvements can still be made within the Basin through stronger and more inclusive methods of governance.
