"Sustainable economic development" is usually referred to as an issue of regional, national, or global scale. Although many environmental problems display phenomena at a global scale, solid waste usually is considered at a local scale. This dissertation examines the impact of unit pricing waste disposal charges on consumers' and producers' waste reduction behavior and provides a pricing scheme for local governments with monopolistic waste disposal services. The unit pricing waste disposal charge discussed in this dissertation has three features. First, it includes not only internal and external costs of solid waste but also a user cost representing the impacts of solid waste on future generations. Second, the behavioral patterns of the waste generators, namely consumers and producers, are considered explicitly in determining waste disposal charges. Third, price discrimination is practiced in determining the unit charges for consumers and producers in light of the different impacts of their behavior on the economy. Thus, the government can weigh the two charges according to the structure of the economy. This dissertation presents two partial equilibrium sub-models to simulate theoretically how consumers and producers react to the proposed unit pricing consumption waste disposal charge and production emission tax. Then, the two unit pricing charges are determined simultaneously within a dynamic programming framework in light of the consumer's and producer's reactions derived from the two sub-models. By using the General Algebraic Modeling System (GAMS) program, two numerical analyses illustrate the theoretical model with data for the United States and for Taiwan. These two economies show different weightings between consumption waste disposal charge and production emission tax. The derived results suggest that in a municipality where consumption and production display the United States pattern, a higher production emission tax may be imposed. A locality resembling Taiwanese characteristics in consumption and production should charge a higher consumption waste disposal charge.Subjects--Topical Terms:
