Decision-making skills of women with mental retardation have gained increased attention in the United States, but little research has been conducted on decision-making and self-determination of women with mental retardation in Taiwan. This study investigated the effects of interpersonal decision-making instruction on the independent decision-making skills of women with mental retardation in Taiwan. Forty-six women participants with mild mental retardation from two adult day agencies in Taiwan were randomly assigned to the control and treatment groups. Participants in the control group received no training sessions; participants in the treatment group received twelve modified lessons of Effective Strategy-Based Curriculum for Abuse Prevention and Empowerment (ESCAPE). Five instruments were administered to participants in the control and treatment groups during pretest and posttest phases, including measures of comprehension, decision-making, self-determination (2 measures) and empowerment. The results of the analysis of covariance on post-test decision-making scores showed a significant difference between the treatment and control groups. The performance of the participants in the treatment group was superior to that of the participants in the control group on the post-test measure of decision-making. There were no significant differences on self-determination and empowerment measures between control and treatment groups. It is suggested that the attitude of Chinese culture toward disabilities and perceptions of people with disabilities may play a critical role on self-determination and empowerment for people with disabilities in Taiwan. More opportunities of decision-making and self-determination could be provided for people with disabilities in Taiwanese society.
