The paper reviews the effects of maritime environmental agreement cooperation on conflict. In the first section of the paper, the author introduces the important role that maritime environmental agreements have on mitigating environmental issues and giving states the opportunity to work cooperatively in the international system. There is a review of the realist and neoliberal literature on why cooperation is difficult, how cooperation takes place, and what effects cooperation has on a state's behavior in the international system. Additionally, the paper utilizes network analysis in order to investigate the broader structure of maritime environmental agreements. Findings suggest that states that hold strategic positions within the network structure are less likely to initiate conflict.
