This dissertation examines William Howard Taft's time in the Philippines from 1900 to 1903. It follows Taft as he attempts to establish new governing institutions in the Islands. Taft's work rested on the belief that it is possible to create, through institutions, a practical education in the art of self-government. This dissertation considers that belief and the assumptions upon which it is based. Methodologically, this dissertation uses primary source material, much of it unpublished, to try to understand Taft's intentions as he understood them. This includes letters to family, official correspondence, laws passed in the Islands, government reports, and writings by others present at the time. In its subject and approach, this dissertation concludes that Taft's contribution is important for scholars looking to understand American governance in foreign lands.
