Does new province proliferation mitigate conflict in an ethnically and religiously divided country such as Indonesia? The Indonesian government devised its territorial autonomy (TA) approach after a surge of political violence across its districts and provinces between 1998 to 2003 (Barron et al. 2009; 2014; 2016). Since 2003 there has been a decline in deadly conflict nationwide, however, it is worth remembering that studies of political violence in Indonesia also highlight persistent patterns of conflict, specifically in regions prone to conflict in the past. To avoid secessionist movements (i.e., Aceh and Papua), the government has emphasized TA policy at the district level rather than the province level. Yet, demands from groups in marginalized districts to gain self-determination (SD) via the creation of a new autonomous province have not dissipated. Using a mix of quantitative large-N and four qualitative case studies, this study finds that province proliferation increases political competition among elites from SD groups. This then intensifies the conflict at the district level. Whether or not the region is ethnically heterogeneous, the conflicts are more severe during the initiation stage of the struggle for new province proliferation. However, ultimately some of the case studies show that ethnicity plays a significant role during the struggle for a new province. This dissertation contributes to our understanding of decentralization in an ethnically divided unitary state. While establishing districts proliferation might not have any impact to conflict, the initiation of secession from a mother province by SD groups increases the chances of conflict in secessionist districts.
